The Former President's Progressive Alarm Misses Europe's True Danger: Technological Stagnation.

Donald Trump's national security strategy presents a flawed view of Europe. It claims that unrestrained immigration and what it terms "progressive" agendas pose an grave risk to European civilization. However, this perspective is based on a fundamental misreading of the reality. The actual challenge facing the EU is not societal but technological and economic backwardness.

The Stark Growth Divide Between the US and Europe

Statistics paint a stark picture. From 2008 and 2023, American economic output surged by eighty-seven percent, while a mere 13.5% growth for the European Union. Over this time, European income per person fell from 76.5% to just half of the American figure. Strikingly, even Mississippi now has a greater average income than several leading EU nations like Italy and France.

Today, about 50% of the global top fifty technology firms are American, while a mere four are from Europe.

The Innovation Shortfall: A Critical Problem

This widening disparity is driven by stronger efficiency gains in the US, largely due to technological innovation and higher total factor productivity. The scene of global tech leadership is overwhelmingly American. In the last five decades, 241 US firms have grown into companies valued at over ten billion dollars, compared with just 14 in the European continent.

This disparity prompts a pressing issue: In the race for tomorrow's sectors like AI, semiconductors, and fusion energy, what is the EU stand? Experts widely agree it is largely a contest between two involving the United States and China, with European nations entering at a significant disadvantage.

Underlying Factors of the Continent's Technological Lag

A number of major factors explain this innovation chasm.

  • Venture Capital: The United States has a far deeper and agile network for financing new ventures. Europe still lacks a genuine capital markets union, which limits the growth potential of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hamper Europe. A US startup can introduce a product under a single regulatory framework to access a market of hundreds of millions. The European Union, despite a larger population, is divided among 27 different national regimes, creating significant internal barriers.
  • Mindset Differences: Attitudes toward risk-taking differ sharply. In parts of Europe, business failure was historically viewed with penalties, whereas in the United States, it is often seen as a valuable lesson.
  • Military Investment: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in defense has weakened its ability in breakthrough innovation.

A Path Forward: Reasons for Hopefulness

In spite of these challenges, there are causes for optimism. Policymakers are increasingly aware of the severe threat and have started to propose serious reform. Notable reports on European competitiveness and the single market point to the necessity of sweeping changes.

With the right policies and regulatory reforms, Europe's strengths could support much higher degrees of commercial innovation.

The continent still possesses significant advantages: high-quality workforce, top-tier education systems, and premier labs. Alongside a large internal market and high savings rates, these elements could trigger a new wave of venture creation.

Importantly, even if the EU does not become the leader in developing cutting-edge tech, it can still dramatically increase productivity by implementing and tailoring advancements from elsewhere.

A Critical Juncture

The European Union now stands at a critical moment. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". To date, Europe's slide in innovation has been gradual. But, without decisive action to tackle its structural weaknesses, today's gradual weakening could turn into a rapid and permanent loss of global economic relevance.
